Background
The U.S. Army Aberdeen Test Center (ATC) is seeking proposals for scientific and engineering support services to enhance its capabilities in developing instrumentation systems and test facilities.

This contract aims to ensure ATC remains a premier test center by providing quick-response solutions to instrumentation problems that could delay high-priority test programs.

The ATC serves the Department of Defense (DOD) and other government agencies, as well as foreign governments, academia, and the private sector.

Work Details
The contractor will provide scientific and engineering support services including:
- Engineering Support Services - Labor on a Time and Materials basis.
- ADMAS unit assembly on a Firm Fixed Price basis.
- ADMAS unit configuration and assembly on a Cost No Fee basis.
- Contract Data Requirements List (CDRL) as specified in Exhibits A-AB on a Firm Fixed Price basis.

The contractor is expected to augment ATC’s in-house capabilities for special projects, facilitate procurement of Commercial Off-The-Shelf (COTS) instrumentation, and fabricate custom printed circuit boards (PCBs), cabling, and mechanical enclosures used in custom instrumentation.

Custom hardware fabrication may involve prototype quantities of less than 20 units or small-scale production runs of approximately 50-100 units.

Period of Performance
The contract is anticipated to be an Indefinite Delivery Indefinite Quantity (IDIQ) with task orders awarded over a period that may extend until May 5, 2026.

Place of Performance
The primary location for performance will be at the Aberdeen Test Center, located at BLDG 358, 6850 Lanyard Rd, Aberdeen Proving Ground, MD 21005-5059, United States.

Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on W91CRB21D0002, awarded to Craig Technical Consulting for $2,310,993 (10/15/20–10/14/25), covering “scientific and engineering support services for ATC.” The current solicitation’s focus on scientific and engineering instrumentation support—augmenting in-house capabilities for instrumentation problems, including custom hardware fabrication and CDRLs—aligns with the prior ATC scientific/engineering support scope. A closely related prior award also exists under W91CRB22D0001 (Trax International Corporation), which includes comprehensive ATC engineering and scientific support and test instrumentation operations, suggesting continuity in the broader instrumentation/test-support mission.
