This is a combined synopsis/solicitation, W91CRB-19-R-0029 for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested herein in accordance with the attached documents.

This solicitation is being issued as a Request for Quotation (RFQ). The U.S. Army Contracting Command- Aberdeen Proving Ground (ACC-APG), an agency of the Government, intends to procure the following non-personal services contract to perform Ballistic Lot Acceptance Testing of Personal Body Armor as detailed in the attached solicitation, National Institute of Justice (NIJ) and National Voluntary Laboratory Accreditation Program (NVLAP) standards and U.S. Army Aberdeen Test Center (ATC) protocols for the following three commodity categories: 1) soft body armor, 2) hard body armor, and 3) helmets. Place of Performance shall be at the contractor's facility. The Government anticipates the issuance of a Firm Fixed Price contract as a result of the subject solicitation. The anticipated period of performance shall 48 months from date of award, with an estimated start date of 9 May 2019. All services are requested to be proposed upon and specified by the vendor as seen in the attached documents to this combined synopsis/solicitation.
Offerors shall refer to the attached solicitation, which outlines Proposal Instructions (Section L) and Evaluation (Section M).

Offeror cost/price proposals will be evaluated as outlined in the attached solicitation.

All responsible sources may submit a quote which will be considered by the Contracting Officer. The offeror must be registered in the System for Award Management (SAM) database and include the assigned CAGE Code with proposal quote as outlined in the attached document. It is the responsibility of the Offeror to ensure that their Offer is compliant with ALL provisions of the FAR and its supplements. The attached solicitation outlines the applicable provisions and clauses.
