Description

The Army Contracting Command Detroit Arsenal (ACC-DTA) proposes to award a new, five-year, Cost No Fee Level of Effort (LOE) contract, on an Other than Full and Open competition basis, to MTU/KRC to provide engineering services in the areas of Survivability, Assured Mobility, and Maneuver Support for the Combat Capabilities Development Command Ground Vehicle Systems Center (DEVCOM GVSC) Ground Vehicle Survivability and Protection (GVSP). These efforts will be funded with individual work directives using primarily Research, Development, Test, and Evaluation (RDT&E) funds. Operations and Maintenance (OMA) and Procurement funding may be applied as necessary for systems development of fielded systems.

MTU/KRC will provide engineering services on individual work directives to continue Research and Development (R&D) efforts in the areas of Survivability, Assured Mobility, and Maneuver Support across global terrain and climate profiles including, but not limited to, tropical, arid, temperate, continental, and polar regions. Specific areas of research include, but are not limited to, the following efforts:

  • Combat vehicle threat detection and neutralization
  • Route clearance
  • Vehicle and crew survivability for tracked and wheeled tactical ground vehicles
  • Bridging and gap defeat
  • Track and suspension improvements
  • Power management
  • Noise reduction
  • Unmanned applications
  • Countermeasure
  • Construct, maintain, and improve routes, infrastructure, and obstacles
  • Design, analysis, and testing of Assured Mobility and Maneuver Support materiel solutions

The contractor will be required to perform a wide array of research, development, and testing efforts, and most are not currently defined. Work effort will be controlled through the issuance of WDs prescribing the level of effort authorized. To meet these requirements in an expeditious manner, it is necessary to award a contract that provides the flexibility of using WDs. In reviewing contract types, it was determined that a LOE, WD-based contract is the best approach as it gives the Government the necessary flexibility to expeditiously add or revise technical efforts as needs arise.

This is a WD-based contract and the Contract Line-Item Numbers (CLINs)/Sub Line-Item Numbers (SLINs) for this contract will be tied to the individual efforts covered by the WDs. CLINs/SLINs covered by the initial contract award will be tied to the initial group of WDs. CLINs/SLINs will follow the FAR/DFARS numbering conventions, with the last two digits of the number corresponding to the WD number. The table below shows a general outline of how the CLINs/SLINs will be broken out, but the Government cannot estimate the exact number of WDs that will be covered by the contract. The prior contract grew to over 50 WDs during the life of the contract. The Government currently have eight WDs on hand, with six planned to be awarded with the base contract award and an additional two to follow on the first modification.

Work Details
MTU/KRC will conduct research and development efforts in various areas including: combat vehicle threat detection and neutralization; route clearance; vehicle and crew survivability for tracked and wheeled tactical ground vehicles; bridging and gap defeat; track and suspension improvements; power management; noise reduction; unmanned applications; countermeasures; constructing, maintaining, and improving routes, infrastructure, and obstacles; design, analysis, and testing of Assured Mobility and Maneuver Support materiel solutions.

The contractor will perform all work in accordance with individually issued Work Directives (WDs), which will specify the objective of the WD, maximum hours authorized, detailed work description, required completion date, applicable contract number, contractor's name and address, identification of deliverables such as software or prototype hardware, and projected material costs. The contractor must notify the Procuring Contracting Officer (PCO) immediately if any deadlines cannot be met.

Period of Performance
The contract is set for a five-year period during which individual work directives will be issued as needed. The initial quantity of labor hours awarded at the base contract award is 39,867 hours with an option to exercise up to 260,133 additional hours over the duration of the contract.

Place of Performance
The work will primarily take place at the Detroit Arsenal in Michigan.
