Description

1. PURPOSE

THIS IS A SOURCES SOUGHT & REQUEST FOR INFORMATION (RFI) ONLY. This Notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a Request for Quotation (RFQ) or a promise to issue a solicitation for such in the future. Similarly, ATF will not accept any unsolicited proposals/quotations related to this Notice. Additionally, this RFI does not commit the Government to contract for any supply or service. As such, the Government will not pay for any information or for administrative costs incurred in response to this RFI; instead, all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future contract, if issued. If a solicitation is released, it will be issued through a government point of entry (i.e., SAM, eBuy); therefore, firms should monitor such sites for additional information pertaining to this requirement.

The Bureau of Alcohol, Tobacco, Firearms, & Explosives (ATF), Property Acquisition, Safety, and Division (PASD) is seeking to determine availability of and identify which firms under a Best-in-Class solution(s), General Services Administration schedule contract(s) or other Government-Wide -Acquisition Vehicle(s) can successfully perform real property and personal property asset management and integrated logistics support functions, compliant with the International Organization for Standardization (ISO) 55000 series.

2. BACKGROUND

ATF is a law-enforcement organization with unique responsibilities and is dedicated to reducing violent crime and protecting the public. ATF protects the public from crimes involving firearms, explosives, arson, and the diversion of alcohol and tobacco products. It regulates lawful commerce in firearms and explosives and provides worldwide support to law-enforcement, public-safety, and industry partners.

PASD provides centralized real property and personal property asset management services, transportation and warehousing services, architecture and engineering services, contracting services, environmental services, and occupational safety and health services in support of all ATF organizations and program activities.

In its asset management and integrated logistics support programs, ATF strives to:

  • Employ a systematic, sustainable strategy to asset management;
  • Provide and retain the minimum number of assets to effectively support ATF;
  • Ensure asset management decisions are aligned with, and prioritized by, core mission requirements;
  • Conduct planning based on an evaluation of alternatives that minimizes lifecycle costs and risks while maximizing long-term benefits to mission accomplishment;
  • Develop project funding priorities based on a consistent methodology to optimize the time of investments for maintenance, recapitalization, and modernization;
  • Maintain full accountability and visibility of asset conditions, use, and performance;
  • Establish effective internal control structures and measures to address asset investment goals;
  • Pursue relationships with mission owners to better provide asset management support to enable mission capabilities;
  • Foster informed and transparent decision-making processes;
  • Ensure asset management programs employ standardized processes with integrated internal controls; and
  • Get the right product, in the right quantity, in the right condition, at the right place, at the right time, to the right customer, at the right price.

3. SCOPE

ATF is seeking sources to provide decentralized asset management and logistics support services as coordinator between 29 tactical-level areas of responsibility (AOR) in the United States and the strategic-level of ATF Headquarters PASD in Washington DC. AORs have multiple locations to support with varied AOR sizes ranging from a few square miles to several 100 miles. The base year of the contract will be a developmental, pilot program with three (3) of the 29 locations being staffed. These locations are the ATF National Academy in Glynco, GA; the Dallas, TX Field Division; and Baltimore, MD Field Division. Additional staff will be on-boarded to the remainder of the 29 locations in the option years if the pilot is determined successful and as funding becomes available. The source shall supervise its personnel, maintain control over all deliverables, and provide all personnel, supplies, transportation, and materials necessary to perform.

The following estimates are to share ATF's scale: 5,400 staff; 420 real property assets; 41,300 personal property assets; 3,100 owned vehicle assets; and 560 leased vehicle assets.

  • Additional Services, as needed, to support the related needs for FPASD programs and objectives, as well as other major ATF program office' asset management and/or logistics support needs, such as policy development, augmentation of local CLSs during surge/emergency operations, process improvement, program/project management, asset/logistics planning, budget forecasting, life cycle management, and/or transaction processing at the tactical- or strategic-levels that are associated with one (1) or more of the following disciplines/fields, dependent on program needs:
    • Asset accountability
    • Supply support
    • PHS&T services
    • Facility MRO
    • Vehicle fleet management
    • Data and information management
    • Risk assessment services
    • Occupational safety and health services
    • Environmental compliance services
    • Mail processing services
    • Quality Assurance services
    • Architectural design services
    • Workspace management services
    • Civil engineering services
    • Facility lease administration
    • Program/Project management services

5. TYPE and VEHICLE

IF there is a resulting solicitation and contract, ATF anticipates a firm-fixed price, Indefinite Delivery / Indefinite Quantity contract vehicle.

6. RESPONSES

Interested parties should respond to this RFI via a Microsoft Word document or an Adobe document by the Close Date and Time of this Notice. Responses shall be limited to three (3) pages and submitted via email to the Contracting Officer displayed within this Notice.

Sources responding shall include:

  1. Company name and address.
  2. Affiliate information: parent company, joint venture partners, and potential teaming partners.
  3. Proof of similar work with detailed information on governmental contracts.
  4. Year the firm was established and # of employees.
  5. Two (2) points of contact, including the name, title, phone number and email address.
  6. the Data Universal Numbering System (DUNS #) and Commercial and Government Entity (CAGE) code as registered in the System for Award Management (www.SAM.gov).

Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED and segregated to aid the Government.

ALL submissions become Government property and will not be returned.
