Aspose Software Maintenance

Background
The United States Patent and Trademark Office (USPTO) utilizes commercial off-the-shelf (COTS) software to support automated document generation, document conversion, and image processing across multiple mission-critical enterprise applications.

The Patent Center Automated Information System (AIS) supports the patent processing business under the eCommerce Modernization effort, utilizing Aspose.Imaging for .NET and Aspose.Words for .NET. The Office of Enrollment and Discipline Information System (OEDIS) requires Java-based software libraries to replace legacy mailing systems, allowing OEDIS to generate, edit, and convert documents into PDF formats programmatically.

This procurement aims to acquire software maintenance and enterprise support for existing perpetual Aspose COTS software licenses used by both Patent Center and OEDIS.

Work Details
The Contractor shall provide software maintenance and enterprise support for the following existing perpetual Aspose software licenses:

Base Period (OEDIS Requirement):
- Maintenance and Support for Aspose.Words for Java - Manufacturer Part Number: APJVWODO, Quantity: 1

Option Period 1 (Patent Center Requirement):
- Maintenance and Support for Aspose.Words for .NET - Manufacturer Part Number: APDNWOSO, Quantity: 1
- Maintenance and Support for Aspose Imaging for .NET - Manufacturer Part Number: APDNIMSO, Quantity: 1
- Aspose Enterprise Support - Manufacturer Part Number: APPSESSO, Quantity: 1.

The Contractor must ensure that all services are active, uninterrupted, and accessible to the USPTO throughout the respective periods of performance. This includes access to all software updates, patches, version upgrades, and technical support provided by the publisher.

Period of Performance
The anticipated Period of Performance consists of a 14-month Base Period (for OEDIS) from 08/07/2026 through 11/07/2027 and a concurrent 12-month Option Period (for Patent Center) from 11/08/2026 through 11/07/2027.
