Description

The Air Force Civil Engineer Center/Readiness and Training Division has a requirement to provide training for heavy equipment operations and pavement repairs for Air Force Civil Engineers. The purpose of this procurement is to enhance the knowledge, skills and abilities of Pavements and Construction Equipment (AFSC 3E2X1) military personnel and Federal civilian employees on heavy equipment operations and asphalt paving.

Air Force Pavements and Construction Equipment military personnel and Federal civilian employees are responsible for constructing and maintaining concrete and asphalt airfields, parking areas, and roads along with other critical infrastructure across operational locations worldwide. The intended training objectives to be purchased will provide Pavements and Construction Equipment Operators exposure and relevant hands-on experience on asphalt pavers, excavators and graders to support the individual's Continuum of Learning and base operations. The contractor shall provide courses and training certificates in accordance with the Statement of Work

Background
The Air Force Civil Engineer Center/Readiness and Training Division has a requirement to enhance the knowledge, skills, and abilities of Pavements and Construction Equipment (AFSC 3E2X1) military personnel and Federal civilian employees regarding heavy equipment operations and asphalt paving.

This training is essential for personnel responsible for constructing and maintaining critical infrastructure such as airfields, parking areas, and roads worldwide. The goal of this procurement is to provide relevant hands-on experience with asphalt pavers, excavators, and graders to support the individual’s Continuum of Learning and base operations.

Work Details
The contractor shall provide training courses that include classroom instruction and hands-on training for heavy equipment operations. Specific requirements include:
- Classroom space for 12 students with instructional materials provided for each student.
- Instructors must have at least ten years of experience as heavy equipment operators.
- A training area of at least 70,000 square feet for safe operation of heavy equipment, including separate areas for asphalt paver training (10,000 square feet) and hands-on training with different soil types.
- Provision of a minimum of two asphalt pavers, three excavators, and three graders for training purposes, all meeting specified operational criteria.
- Training programs must cover safety, equipment operation fundamentals, inspections, efficient operating techniques, and specific hands-on skills evaluations. Each program will consist of no less than 32 hours of instruction with a maximum class size of 12 students per session for asphalt paving and 6 students per session for excavator/grader training. Training certificates will be issued upon completion.

Period of Performance
The contract will be performed over a period not exceeding three years from the date of award.

Place of Performance
The training will take place within the contiguous United States.
