Ashe Nursery Floor Repair/Replacement

Background
The Ashe Nursery Floor Repair/Replacement project is issued by the USDA Forest Service, specifically for the DeSoto National Forest in Wiggins, Mississippi. The mission of the USDA is to provide leadership on food, agriculture, natural resources, and related issues based on sound public policy, the best available science, and efficient management. This contract aims to address critical safety concerns regarding the floor framing system of a historical building at the nursery center, which is currently in imminent danger of failure due to severe wood rot and microbial growth.

Work Details
The contractor shall provide all materials, labor, equipment, tools, transportation, supervision, expertise, and other incidentals necessary to complete the following tasks:

1. Replace subfloor and floor joists in Office 1, Office 2, Bathroom, Hallway, and Conference Room (totaling 756 sq ft) with high traffic commercial tongue & groove planking;

2. Install a crawlspace encapsulation system including a heavy-duty vapor barrier and a permanently installed dehumidifier;

3. Deep clean the office post-work completion to ensure it is move-in ready for USDA staff. The project includes addressing significant safety hazards due to high moisture levels and microbial growth in the crawlspace.

Period of Performance
The contract performance period is from December 1, 2026 to March 31, 2027.

Place of Performance
DeSoto National Forest (Stone County), Mississippi.

Bidder Requirements
This acquisition is set aside for small business concerns under Total Small Business Set-Aside status. Bidders must furnish any required performance and payment bonds within 10 calendar days after award. Contractors must also possess appropriate contractor licensing for flooring work.
