This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with FAR Part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued.

Solicitation 6923G226Q000022 is issued as a Request for Quotation (RFQ) for the Asbestos abatement required to support drilling the holes for the security gates at the library, United States Merchant Marine Academy (USMMA). The combined synopsis/solicitation will result in a firm-fixed-price (FFP) construction service contract.

This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The USMMA seeks a qualified and experienced contractor to perform the Asbestos abatement required to support drilling the holes for the security gates at the library, in accordance with the Statement of Work (SOW).

A Site-Visit is scheduled for 7/07/2026 at 10AM-EST at the lobby at the library. Attendance at the site visit is highly recommended. As per FAR Part 52.236-3 Site Investigation and Conditions Affecting the Work. "(a) The Contractor acknowledges that it has taken steps reasonably necessary to ascertain the nature and location of the work, and that it has investigated and satisfied itself as to the general and local conditions which can affect the work or its cost... The deadline for the receipt of questions is 5PM Eastern Standard Time (EST) on July 10th. All questions or comments shall be e-mailed to the contracting officer: Daphnee Ravilus via RavilusD@usmma.edu. Responses will be provided via a solicitation amendment.

Quotations are due by July 17, 2026, at 2:30PM-EST via e-mail to the contracting team. Quotations shall be prepared in accordance with Provision 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services. Offerors are advised that they are responsible for all solicitation documents and acknowledging any amendments and should re-visit this website periodically to check for any changes to this notice, updates, or amendments without further notice from the USMMA.

BASIS FOR AWARD-

A Single Firm Fixed Price Award will be made to the responsible offeror, whose offer is, conforming to the combined Synopsis/Solicitation, offers the lowest price, technically acceptable (LPTA) quote with no adverse past performances. The Government will evaluate offers for award purposes based on an acceptable/unacceptable basis to determine if the contractor meets the requirements described in the requirement and past performance of similar size, scope and complexity. In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available, the Offeror will not be evaluated favorably or unfavorably on past performance.

SECTION 1 CONTRACT ADMINISTRATION

The Contracting Officer reserves the right to designate representatives to act for him/her in furnishing technical guidance and advice or generally monitor the work to be performed under this contract.

  • Procuring Contracting Officer (PCO)/Administrative Contracting Officer (ACO) Responsibilities

The PCO/ACO is designated by the Lead Contracting Officer to handle the Administration of this contract in the following manner:

  1. All contract administration functions relative to the administration of the contract awarded to USMMA, Kings Point, NY, excluding termination rights, will be delegated to PCO/ACO.
  2. After contract award, inquiries and correspondence pertaining to the administration of this contract shall be addressed to the USMMA from which a purchase order is issued, and for which those incidents of correspondence concern are listed below. The PCO/ACO is as follows: Daphnee Ravilus, Contracting Officer.
  • Point of Contact (POC)/Contracting Officer Representative (COR)

The COR responsibilities will include but not be limited to surveillance of services required under this contract; determining the adequacy of Contractor performance according to the specifications of this contract; acting as the Government's representative; ensuring compliance with contract requirements insofar as the work is concerned; and advising the PCO/ACO of any contract issues. The COR cannot authorize deviations from the specifications and requirements of this contract. In the event the Contractor deviates without approval from the CO and/or PCO/ACO, such deviation shall be at the risk of the Contractor and any cost related thereto shall be borne by the Contractor. The POC designated for the USMMA Kings Point, NY, Contracting Office is listed below to assist in the discharge of the PCO/ACO's responsibilities when he/she is unable to be directly in touch with the contract work. The POC/COR is as follows: TO BE DETERMINED (TBD).

Background
The United States Merchant Marine Academy (USMMA) is issuing this solicitation for asbestos abatement services required to support drilling holes for security gates at the library. This contract aims to ensure compliance with safety regulations while facilitating necessary construction activities.
