Asbestos Abatement, Hill AFB Utah   2

The Department of the Air Force, Hill AFB, Utah intends to make a single
award Indefinite-Delivery, Indefinite-Quantity (IDIQ) asbestos abatement
contract to provide a streamlined means to complete asbestos, Lead Based
Paint (LBP), heavy metals, animal excrement and other abatement,
sampling and inspection removal activities. The vast majority of the abatement
projects will be at Hill Air Force Base (Hill AFB), with a small quantity of
projects at Little Mountain, Utah Test and Training Range (UTTR), Dugway,
Carter Creek and other associated sites located in Utah and Pinedale, Wyoming.
All work shall be in conformance with the requirements of the contract
including, but not limited to: furnishing all materials, labor, tools,
equipment, transportation, supervision, management, disposal, and other
services to include incidentals necessary for the successful completion of
issued TO's in accordance with these specifications, Environmental
Protection Agency (EPA), Occupational, Safety and Health Administration
(OSHA), Utah Division of Air Quality (UDAQ), and all other applicable federal,
state, and or local regulations. The government estimates that the volume
of work will be between $500.00 and $9,997,129.28 during a 5-year
performance period. The work will consist primarily of removal and disposal
of asbestos and LBP containing materials, but may include heavy metals
cleanup, mold remediation, and pigeon/rodent excrement cleanup. Task
Orders (TO) may include removal and re-installation of hard walls, hard
ceilings, sub-flooring, suspended drop-in ceiling systems, pipes, various
insulation materials, acoustical ceilings, etc.

The award will be made to the responsible contractor who submits the most
advantageous quote to the Government based on a Lowest Priced
Technically acceptable approach. The Contracting Officer anticipates
awarding a firm fixed priced contract. The contract ordering period is
expected to be five years in duration. Hard copies of the solicitation will not be available. The
website provides all downloading instructions to obtain a copy of the
solicitation. All future information concerning the acquisition, including
solicitation amendments will be distributed solely through the website.
Interested parties are responsible for monitoring the site to ensure they
have the most up-to-date information about the acquisition. All contractors
doing business with the Federal Government shall be registered in the
System of Award Management (SAM) database. The website for registration

The due date for receipt of quotes is 8 February 2021.
The solicitation is set aside 100% for small business. The North American
Industry Classification System code for this solicitation is 562910 with a size
standard of $22,000,000.00. All responsible small businesses may submit a
quote.

No foreign contractors are permitted to participate at the prime contractor level.
