Description

The U.S. DOL OCIO, within the OASAM, is conducting market research to identify qualified sources capable of providing enterprise AI Engineering Services in support of the Directorate of Technology, Innovation, and Engineering (TIE). DOL anticipates a requirement for performance-based AI engineering, development, operations, governance, and support services covering the full lifecycle of AI systems across the Department.

THIS IS A SOURCES SOUGHT / RFI ONLY. This notice does not constitute a solicitation, Request for Proposal (RFP), or Request for Quote (RFQ). No award will be made from this notice. Responses are strictly voluntary, will not be returned, and the Government will not pay for information provided. Do not submit proprietary information.

Submission of a response does not guarantee participation in any subsequent solicitation.

Background
The U.S. Department of Labor (DOL) Office of the Chief Information Officer (OCIO), within the Office of Assistant Secretary for Administration and Management (OASAM), is conducting market research to identify qualified sources capable of providing enterprise AI Engineering Services.

The goal is to support the Directorate of Technology, Innovation, and Engineering (TIE) in enhancing service delivery, automating processes, and improving data-driven decision-making across various DOL programs that manage extensive volumes of structured and unstructured information.

Work Details
The contractor will provide performance-based AI engineering, development, operations, governance, and support services covering the full lifecycle of AI systems across the Department. Key capabilities required include:

1) Large Language Model (LLM) Integration and Production Deployment in FedRAMP-authorized environments;
2) Context Engineering for managing model context windows;
3) Retrieval-Augmented Generation (RAG) Pipeline Design and Optimization;
4) Agentic AI and Multi-Agent Orchestration;
5) Multimodal AI Capabilities involving various data types;
6) Machine Learning Operations (MLOps) and Development, Security, and Operations (DevSecOps);
7) Adversarial AI Security Testing;
8) Responsible AI Governance aligned with NIST frameworks;
9) Human-in-the-Loop Design for consequential decisions;
10) AI Incident Response planning;
11) FedRAMP Cloud AI Deployment requirements;
12) Software Bill of Materials (SBOM) production for AI systems;
13) Full-Stack AI Application Development with compliance to accessibility standards;
14) Three-Environment AI Testing;
15) Knowledge Base Refresh Management per defined SLAs;
16) Business Continuity Plans for AI systems; and additional secondary capabilities such as data engineering, UI/UX design, helpdesk support, and agile project management.

Period of Performance
The anticipated contract will have a base period of six months with three option periods extending up to a total duration of forty-two months.

Bidder Requirements
Bidders must demonstrate capability in all mandatory areas outlined in the solicitation. Key personnel must hold at least one current certification from an acceptable list including Microsoft Azure AI/Applied Skills or equivalent. Respondents should also provide evidence of past performance in delivering similar services within federal environments.
