Background
The Arkansas Army National Guard (ARNG) is seeking marketing support services to enhance its recruiting efforts. The contract aims to establish a Firm Fixed Price agreement for marketing services at Camp Joseph T. Robinson in North Little Rock, AR, with an estimated period of performance from August 1, 2026, to July 31, 2027. This initiative is part of the ARNG's mission to effectively recruit and retain personnel.
Work Details
The contractor will be responsible for providing comprehensive marketing services that include:
1. Developing an annual social media strategy aligned with ARARNG recruiting objectives and submitting it for approval within 30 days of contract start.
2. Creating a monthly content calendar for social media posts, which must be submitted for government approval by the last business day of the preceding month.
3. Posting approved content five times per week on designated social media channels while adhering to NGB brand standards.
4. Conducting media research and developing a media strategy and plan addressing ARARNG marketing objectives.
5. Purchasing and placing paid media on behalf of the ARARNG, with a total media budget not exceeding $14,000 (with specific allocations for strategy execution and paid placements).
6. Monitoring platform performance and providing access to a real-time online dashboard tracking key performance indicators (KPIs).
7. Ensuring data security and compliance regarding lead data and Personally Identifiable Information (PII), including adherence to FedRAMP Moderate baseline and DoD Impact Level 4 authorization requirements.
8. Conducting bi-weekly status meetings, monthly campaign reporting, annual ROI analysis, in-person training sessions, online training sessions, and monthly consulting sessions as outlined in the Performance Work Statement (PWS).
