Army - Virtual Simulation - MRAS

The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to identify capable contractors for providing virtual simulation system operators and training support at the Fires Center of Excellence (FCoE), Mission Simulation Center (MSC) located in Fort Sill, Oklahoma. This initiative aims to enhance the Army's training capabilities through immersive simulation systems that allow soldiers to practice call-for-fire procedures and combined-arms tasks in realistic virtual environments. The overall goal is to better prepare military personnel for operational-level conflict scenarios by utilizing advanced simulation technologies.

The contract requires the provision of skilled personnel who can operate and maintain key simulation systems such as the Immersive Call for Fire Trainer III (CFFT III) and Virtual Battle Space 3 (VBS3). These systems are integral to training exercises that focus on indirect fire and close air support, providing soldiers with a comprehensive understanding of joint fires and targeting exercises. The contractor will be responsible for ensuring these simulations run smoothly by supplying ten full-time Contracted Field Training Experts (CFTEs), one of whom will serve as the Site Lead overseeing daily operations and liaising with relevant military representatives.

The scope of work includes operating various modules within the CFFT III system, such as Adaptive Full Spectrum Modules, Urban Terrain Modules, Close Air Support Modules, as well as managing VBS3 classrooms and Tactical Operation Center Modules. Contractors must ensure these systems are operated in alignment with the Field Artillery School's Programs of Instruction (POI) and published training schedules. Additionally, during a specified phase-in period, contractors are expected to recruit qualified personnel who meet required security clearances and certifications necessary for operating these complex systems.
