Background
The Army Vantage System is being procured by the Program Executive Officer Enterprise Information Systems (PEO EIS), specifically through the Project Manager Army Data and Analytics Platforms (PM ARDAP) and Product Manager Army Data Platform (PdM ADP).

The contract is a follow-on requirement for the continuation of the Software-as-a-Service (SaaS) model of Army Vantage software, which was developed by Palantir USG, Inc. (Palantir). The Government has determined that Palantir is the sole supplier for this software, holding proprietary rights and having no authorized resellers. This decision follows an approved Justification and Approval for Other Than Full and Open Competition, indicating that only one responsible source can meet the agency's requirements.

Work Details
The contract involves the provision of Army Vantage software as a Software-as-a-Service (SaaS). The system enables users to ingest, manage, search, transform, analyze, and present data from various authoritative sources across multiple domains including Logistics, Personnel, Training and Readiness, Acquisitions, and Financial Management.

Key features include:
- Tailored analytical capabilities known as Application Licenses.
- Integration with existing data sources through the Vantage Data Connection Adapter (VDCA).
- Support for critical logistics and sustainment operations.
- Ability to provide enterprise-wide capabilities from Company to Army-level.

The contract will also include options for additional features as mission requirements evolve.

Place of Performance
The services will be performed primarily within the United States Army's operational areas, including support for Reserves and National Guard units.
