Description

On behalf of the United States Army, the General Services Administration (GSA) is conducting market research to identify capabilities related to providing analyst support services for the United States Army Reserve (USAR). The primary goal of this contract is to enhance the operational readiness and efficiency of the Army Reserve by ensuring that it can rapidly respond to global contingency requirements. This involves deploying a minimal number of troops and equipment while maintaining a robust organizational structure that can be mobilized as needed.

The contract seeks non-personal services for analytical support across various directorates within the USAR. The contractor will be responsible for providing all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision required to perform these services. The work will focus on supporting key areas such as program analysis, facility sustainment, real property management, strategic planning and integration, non-tactical vehicle fleet management, and personnel management. These efforts are intended to address critical manning shortages in remote or high-cost areas and manage complex systems like the General Fund Business Enterprise System (GFEBS).

The scope of work includes providing analytical support specifically tailored to different departments within USAR Headquarters. This includes support for G-3/5/7 Engineers in strategic planning and operational readiness cycles; G-1 Civilian Personnel Management Office in managing personnel resources; and G-4 logistics functions in maintaining supply chain efficiency. Additionally, contractors are expected to contribute significantly toward developing training programs for project officers using established construction standards and participating in meetings related to military construction projects.

Performance under this contract will occur over a 12-month base period with three additional 12-month option periods available. The primary locations where these services will be performed include government-provided facilities at USAR Headquarters in Ft. Bragg, NC; Mountain View's 63rd Readiness Division; among other sites as mission requirements dictate. Through these efforts, the Army Reserve aims to maintain its status as a vital component of national defense by ensuring consistent readiness levels across its units worldwide.
