The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to support the Global Combat Support System - Army (GCSS-Army). The primary goal of this initiative is to sustain, monitor, measure, and improve the GCSS-Army Enterprise Resource Planning (ERP) solution. This system plays a critical role in providing integrated logistics capabilities across the Department of Defense (DoD) and Army locations worldwide. By leveraging an industry-leading ERP SAP-based solution, GCSS-Army manages supply, demand, asset availability, data maintenance, financial control, reporting, and distribution.

The current solicitation seeks Systems Engineering and Technical Assistance (SETA) as well as Program Management Office (PMO) services to aid in the ongoing development and deployment activities essential for GCSS-Army's mission success. The contractor will be tasked with providing management, administrative, financial, technical, and business transformation support services primarily for the GCSS-Army PMO. Additionally, advisory services will be extended to other Army ERP Stakeholder Organizations such as the Army Shared Services Center.

Contractor personnel will become an integral part of the operational structure by augmenting core government staff in various capacities. They will provide product management technical expertise to help address regulatory and programmatic risks in critical business areas such as aviation logistics and supply chain planning. Furthermore, expertise in agile execution frameworks like Continuous Integration/Continuous Deployment (CI/CD), DevSecOps automation practices, compliance with Continuous Risk Management Frameworks (cRMF), and Scaled Agile Frameworks (SAFe) are essential components of this contract.

Overall, this contract aims to integrate agile methodologies within all aspects of program life cycles including requirements analysis through deployment while supporting a CI/CD pipeline. The integration of lean practices is expected to yield better business outcomes with faster release capabilities while fostering innovation within problem-solving processes.
