Army Training and Certification Tracking System

Background
The U.S. Army Contracting Command-Rock Island (ACC-RI) is issuing a Sources Sought/Notice of Intent to negotiate a sole source procurement under statutory authority 10 U.S.C. 2304(c)(1), set forth in Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. ACC-RI intends to make an award to Willco Tech LLC, 17 S Main St Ste 201, Akron, OH 44308-1803, for IASTAR software licenses and related support for the Army Training & Certification Tracking System (ATCTS). Market research was performed and information gathered in determining this company to be the only source for this requirement.

Work Details
The objective of this contract is to verify DOD’s Cybersecurity/cyberspace IT workforce knowledge and skills through standard certification testing and to identify, track, monitor, report, and document completion of Cyber Awareness training requirements for all network/authorized users. The contractor tasks include software support for 1,000,000 active perpetual IASTAR software licenses, maintenance of ATCTS to handle up to 10,000 concurrent user sessions and at least 1.4 million student records, maintenance of automated interfaces with applicable DoD, Federal, Army and manpower databases, technical writing and documentation support, mission and business application/tool development, integration and maintenance services, web and portal systems development, integration, maintenance and management.

Period of Performance
Base Period: 1 August 2019 - 31 July 2020; Evaluated Option 1: 1 August 2020 – 31 July 2021; Evaluated Option 2: 1 August 2021 – 31 July 2022; Evaluated Option 3: 1 August 2022 – 31 July 2023; Evaluated Option 4: 1 August 2023 – 31 July 2024

Place of Performance
The work will be performed at the contractor’s facility with potential two CONUS trips per year to the Cybersecurity Directorate offices in Fort Belvoir, VA for the base and option years.
