Army Test, Measurement and Diagnostic Equipment (TMDE) CALIBRATION SERVICE

Background
The Army Test, Measurement and Diagnostic Equipment (TMDE) Calibration Service contract is issued by the 1st Signal Brigade. It requires commercial calibration support for Army-owned test equipment that must be calibrated to factory/vendor standards. This equipment is not supported by the Army TMDE Support Centers and is due for calibration. The goal of this contract is to provide calibration services for 55 items that require factory-level calibration and firmware upgrades.

Work Details
The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform commercial calibration of Army TMDE as defined in the Performance Work Statement (PWS). The Contractor will coordinate with the Contracting Officer's Representative (COR) to pick up equipment from various units throughout the peninsula and calibrate it to industry standards and established Army calibration intervals. Calibration services must comply with manufacturer specifications and criteria listed in Technical Bulletin TB 43-180. The Contractor will also be responsible for delivering calibrated equipment back to the owning unit after calibration. Quality assurance will be evaluated under a Quality Assurance Surveillance Plan focused on performance standards.

Period of Performance
The period of performance includes one base year from September 30, 2026, to September 29, 2027.

Place of Performance
Calibration shall be performed at the Contractor’s facility.

Bidder Requirements
The Prime or subcontractor must be certified as KOLAS and have a calibration business type stated in its business license. The contractor should possess at least two years of experience within the last five years in calibrating TMDE or similar equipment. If KOLAS certified, the contractor must certify specific systems including return loss meters and optical time domain reflectors. Additionally, if registered as a calibration business, it must have experience maintaining Linux-based software with a Software Business License for firmware upgrades.
