Army - SPO Industrial Maintenance - MRAS

The U.S. Army Corps of Engineers, through the General Services Administration (GSA), is seeking to establish a contract for industrial maintenance services at the Soo Locks facility in Sault Sainte Marie, Michigan. This effort is part of a broader initiative to ensure the operational efficiency and safety of the Soo Locks, which are critical infrastructure for navigation and hydroelectric power generation. The facility spans over 600 acres and includes various essential components such as navigation locks, hydroelectric power plants, piers, channels, dikes, dams, and buildings.

The contract aims to procure specialized maintenance services that go beyond the capabilities of the existing skilled mechanics at the Soo Project Office (SPO). The scope of work under this multiple-award indefinite-delivery indefinite-quantity (IDIQ) contract includes a range of industrial maintenance tasks such as elevator repair and inspection, hazardous material abatement and remediation, HVAC system inspections and maintenance, as well as air compressor maintenance and repair. Contractors are expected to provide all necessary labor, tools, materials, equipment, transportation, and management to fulfill these tasks while adhering to specified performance standards.

To ensure comprehensive coverage of these requirements across the vast facility area including potential work on islands within the locks complex contractors must be fully licensed according to relevant standards governing their activities. The anticipated period of performance for this contract includes a base year with four additional option years. This framework provides flexibility in addressing ongoing maintenance needs while ensuring continuity in service delivery.
