Army - Scientific & Engineering Support Services - MRAS

The U.S. General Services Administration (GSA), on behalf of the Army, is conducting market research to support a requirement for scientific and engineering support services at the U.S. Army Aberdeen Test Center (ATC). The primary goal of this initiative is to ensure that ATC remains a leading facility in providing state-of-the-art testing services for the Department of Defense (DoD), as well as other government entities, foreign governments, academia, and private sector partners. This effort will involve the development and procurement of advanced instrumentation systems and test facilities to maintain ATC's status as a premier test center.

The contract seeks to augment ATC's internal scientific and engineering capabilities through a GSA task order with COST No Fee and Time and Materials Contract Line Item Numbers (CLINs). The work involves supporting special projects by facilitating the procurement of Commercial Off-The-Shelf (COTS) instrumentation and fabricating custom hardware such as printed circuit boards (PCBs), cabling, and mechanical enclosures. These components are typically produced in prototype quantities but may extend to small-scale production runs. The contract also includes provisions for unpredictable requirements related to custom instrumentation production runs, with an overall budget likely under $1 million per year.

ATC's major test mission areas include Automotive, Firepower, Survivability/Lethality, and Warfighter domains. Test items range from traditional combat vehicles to advanced communication equipment and unexploded ordnance detection technologies. To support these complex missions, ATC employs a team of government engineers who develop custom hardware/software solutions tailored to evolving requirements. The objective of this contract is to provide additional resources that will aid in enhancing instrumentation designs, fabricating prototypes, repairing parts, and developing new testing capabilities.

The contract outlines specific qualifications for key personnel involved in executing these tasks. A Project Manager with extensive experience in managing federal government projects is essential for overseeing technical efforts such as engineering design and software development. Additionally, an Administrator with expertise in financial management related to government contracts is required, alongside Senior Project Engineers skilled in operations research who can apply rigorous scientific inquiry methods to solve complex problems faced by military services.
