Army - School Support - MRAS

The General Services Administration (GSA), on behalf of the United States Army, is conducting market research to support the Army Credentialing and Continuing Education Support Services through Army University (ACCESS ArmyU). The primary goal of this initiative is to enhance educational opportunities for service members by providing comprehensive support for the ArmyIgnitED School Support program. This program is a crucial component of the Department of Defense's Voluntary Education (DoD VolEd) community, which aims to offer high-quality educational programs and resources to military personnel.

The contract seeks non-personal services from a qualified contractor who will be responsible for delivering all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, and supervision required to perform the specified services. The core task is to provide support for schools participating in the ArmyIgnitED program. This involves ensuring that academic institutions (AIs) adhere to DoD policies and procedures as outlined in DoD Instruction 1322.25 regarding Voluntary Education Programs. The contractor will play a vital role in liaising between the Army and educational institutions, ensuring compliance with requirements and facilitating smooth operations within the framework set by ACCESS ArmyU.

ACCESS ArmyU envisions an integrated system where every soldier has access to voluntary education programs and utilizes Tuition Assistance (TA) for degree completion. The contractor's responsibilities include identifying potential issues faced by schools within the program, informing them about necessary processes and policies, and providing guidance on using ArmyIgnitED effectively. This effort supports lifelong learning among soldiers while promoting readiness and resilience through adaptable education programs tailored to meet the diverse needs of military personnel.

The scope of work encompasses comprehensive planning, programming, administration, management, supervision, and execution needed to deliver these services effectively. The contractor must ensure compliance with all relevant federal, state, local laws as well as standards and regulations specified within this Performance Work Statement (PWS). Additionally, maintaining accurate records and preparing reports are essential components of this contract to ensure transparency and accountability in supporting educational initiatives for service members under ACCESS ArmyU.
