Description

The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to identify potential contractors for a non-personal services contract at Kadena Air Base, Japan. The primary objective of this solicitation is to support the U.S. Army's training capabilities in the INDOPACIFIC region by providing advanced simulation and training systems. The contract aims to maintain and operate Licensed Reconfiguration Table Top Trainers (RT3) and Flight Mission Simulator-Digital (FMS-D) systems, which are crucial for preparing military personnel through various simulated exercises.

The contractor will be responsible for providing comprehensive support as a Training Systems Operator/Maintainer. This includes supplying all necessary personnel, equipment, tools, and materials required to effectively manage and operate the RT3 and FMS-D systems. The contractor will ensure these systems are operationally ready to support a range of exercises such as Tier 1-3 Exercises, Air and Missile Defense Exercises (AMDEXs), Joint Air and Missile Defense Exercises (JADEXs), Ballistic Missile Defense Support Exercises (BMDSEs), Operational Readiness Exercises (OREs), Mission Readiness Exercises (MREs), Warfighter Exercises (WFX's), gunnery certification, sustainment training, or any other exercise requiring simulation support.

Additionally, the contractor will coordinate with DEVCOM AvMC and Raytheon for system maintenance as needed during exercises. The role requires maintaining network connectivity for RT3 & FMS-D systems while adhering to all security protocols from software publishers and unit security managers. Candidates must possess a Security+ or higher certification due to the sensitive nature of the work that involves handling classified information under a Status of Forces Agreement (SOFA).

The contract period spans five years with an initial base year followed by four optional one-year extensions. An effective quality control program must be developed by the contractor to ensure that all services meet contractual standards consistently. This program should include procedures for identifying defects in service delivery and ensuring their non-recurrence, thereby guaranteeing compliance with contract requirements.
