The U.S. Army Research Laboratory, in collaboration with the General Services Administration (GSA), is seeking specialized technical assistance for a critical IT project. This initiative aims to enhance the security and efficiency of the Library's Integrated Library System (ILS) by migrating it to a new, secure Linux server environment that adheres to Security Technical Implementation Guide (STIG) standards. The overarching goal is to ensure that the migration process is seamless and aligns with the Army's stringent security protocols while maintaining uninterrupted access to library resources.

The scope of work involves a series of technical milestones designed to facilitate the installation and migration process. The contracted vendor will provide remote advisory consulting services due to strict security measures prohibiting direct remote network access. This includes guiding Library staff through setting up a Microsoft SQL database and installing the Symphony application on a STIG-hardened Linux server. Additionally, consultants will assist in aligning software versions between existing and new environments, advising on necessary security exceptions, and ensuring proper permission settings are configured.

Further tasks include consulting on data extraction from legacy Oracle databases, converting data from ANSEL character set to Unicode for compatibility with Microsoft SQL Server, and providing guidance on backing up configuration files from legacy systems. The vendor will also aid in restoring these backups in the new environment and assist with testing system functionality post-migration. Key components of this phase involve system validation, DNS updates for traffic redirection, and integration with enterprise discovery layers.

The project schedule allows flexibility within defined constraints; three days of consulting are available over two weeks from initial setup day. The vendor's role is strictly advisory Library staff retains all administrative control over physical servers and hardware interactions. This model ensures compliance with security protocols while leveraging external expertise for successful migration outcomes.
