Army - Picatinny Arsenal Cultural Resources Context Study - MRAS

The U.S. Army, in collaboration with the General Services Administration (GSA), is conducting market research to support a comprehensive cultural resources context study for Picatinny Arsenal, located in Rockaway Township, Morris County, New Jersey. The primary goal of this initiative is to ensure compliance with the National Historic Preservation Act's Section 106 requirements by identifying and evaluating precontact archaeological sites within the arsenal's boundaries. This effort aims to assess the significance of these sites concerning federally recognized Indian Tribes and determine their eligibility for inclusion in the National Register of Historic Places (NRHP).

The scope of work involves a detailed examination of existing precontact archaeological sites at Picatinny Arsenal, which includes 26 identified precontact sites, three multi-component sites, and two sites of undetermined origin. The study will require extensive site research to gather necessary information about Smithsonian Trinomial sites, potential archaeological sites (PAs), and isolated finds. Researchers will evaluate site correlation, periods of origin, land movements, and other historical data through an in-depth review of previous survey reports. This analysis will also necessitate onsite evaluations to identify dateable materials and establish correlations between different archaeological features.

In addition to onsite assessments, off-site research within a 25-mile radius around Picatinny Arsenal will be conducted to provide a broader narrative regarding the historical significance and potential use of surrounding lands beyond known ephemeral occupations. This aspect may involve reviewing existing studies on both eligible and non-eligible sites while considering adjustments based on data availability in consultation with the Installation Cultural Resources Manager.

To accomplish these objectives effectively, background research utilizing various resources such as files from Picatinny Cultural Resource Manager (CRM), Directorate of Public Works Real Property documents, Arsenal Historian archives, local histories, historic maps, regional research materials from NRHP and New Jersey Historic Preservation Office (NJ HPO) guidance will be essential. Ultimately, this comprehensive context study aims to enhance understanding regarding site occupation functions' significance while providing recommendations for future surveys if any archaeological properties qualify for NRHP inclusion based on established criteria.
