Army - Picatinny Arsenal Archaeological Phase I Survey - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the Army to understand capabilities related to conducting a Phase I Archaeological Survey at Picatinny Arsenal. This initiative is part of a broader effort to ensure compliance with the National Historic Preservation Act Section 106, which mandates federal agencies to consider the effects of their undertakings on historic properties. The survey will support expedited planning and future development in areas requiring expanded military activity due to test range zones.

The work involves conducting both IA (background research such as historic mapping and land ownership prior to Picatinny) and IB (visual assessment and shovel testing) archaeological services over approximately 75.22 acres across seven designated areas. These areas are located along the west side of Wildcat Ridge, where slope variations are expected throughout the proposed survey site. The survey aims to identify any potential archaeological resources that could be impacted by future developments, thus facilitating informed decision-making regarding preservation efforts.

To ensure precise identification and confirmation of survey areas, contractors are required to utilize the "culturalsurveyIDPK" column within the attribute table for the "CulturalSurveyArea" layer in Picatinny Arsenal's Geographic Information System (GIS). This detailed approach allows for accurate mapping and documentation crucial for meeting compliance requirements effectively. Unique identifiers will be used for each area surveyed, providing clear reference points for project management and reporting.
