Description

The U.S. General Services Administration (GSA), on behalf of the Army, is conducting market research to gather insights and capabilities regarding specialized Operations Research/Systems Analysis (ORSA) support for the Capability Program Executive Enterprise Software and Services (CPE ES2). The primary goal of this initiative is to enhance acquisition programs, resource planning, and executive decision-making within the Army's enterprise software systems. This effort is crucial in ensuring that the Army's IT goals are met efficiently and effectively while maintaining affordability.

The work being requested involves providing a comprehensive range of ORSA methodologies and cost estimating services. These services are essential for supporting various phases of acquisition planning, execution, development, deployment, and sustainment activities within CPE ES2. This includes collaboration with key stakeholders such as Headquarters Department of the Army (HQDA), Assistant Secretary of the Army for Acquisition Logistics & Technology (ASA(ALT)), Army Chief Information Office (Army CIO), among others. The contractor will be expected to provide life-cycle analytical support that complements existing managerial expertise.

The scope of work requires highly qualified personnel capable of delivering cost estimating, financial management, and ORSA disciplines necessary for effective program management. Specific tasks include data collection and analysis, statistical modeling, economic analysis, cost-benefit analyses, trade studies, market research, independent government cost estimates (IGCEs), life cycle cost estimates (LCCEs), among others. Deliverables may involve constructing models using tools like ACEIT or PowerBI and developing technical documentation to support decision-making processes.

Furthermore, contractors will be responsible for conducting complex functional economic analyses to evaluate alternative approaches for achieving functional objectives while considering investment costs versus benefits. They will also provide recommendations on cost realism and perform inputs into tradeoff studies between costs and performance metrics. This comprehensive support aims to ensure that CPE ES2 can deliver integrated IT solutions across the Army efficiently while maintaining fiscal responsibility.
