THIS IS A REQUEST FOR INFORMATION (RFI) ONLY This RFI is issued solely for information and planning purposes it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Solicitations are not available at this time. Requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service whatsoever. 10. Description: The US Army Contracting Command-Redstone, Operations, Services, & Training Division, plans to obtain information to serve as market research to help identify potential sources that can provide management and operation of Army Oil Analysis Program (AOAP) laboratories within the continental United States (CONUS) and outside the continental United States (OCONUS) that support both United States (U.S.) and Foreign Military Sales (FMS) program customers. The contractor provides trained laboratory personnel to operate and maintain both fixed-based and mobile laboratories in the CONUS and OCONUS, to include FMS locations, according to the statement of work (SOW) and technical exhibits (TEs).

This RFI will utilize NAICS Code 541380.

Responses shall be limited to 3 pages and submitted via e-mail only to the Points of Contact provided above. Proprietary information, if any, should be minimized and MUST BE CLEARLY MARKED. To aid the Government, please segregate proprietary information. Please be advised that all submissions become Government property and will not be returned. The following information must be included in the response:

Background
The U.S. Army Contracting Command-Redstone is conducting market research to gather capability information in support of the Army Oil Analysis Program (AOAP).

The AOAP provides management, operations, and training for laboratories that support both U.S. and Foreign Military Sales (FMS) program customers. This RFI is intended for information and planning purposes only and does not constitute a commitment by the U.S. Government to issue a contract.

Work Details
The contractor will be responsible for the management and operation of AOAP laboratories within the continental United States (CONUS) and outside the continental United States (OCONUS).

Key tasks include:
- Providing trained laboratory personnel to operate and maintain fixed-based and mobile laboratories.
- Performing analytical testing services for oil sample evaluation from aeronautical and non-aeronautical weapon systems based on the Oil Analysis Standard Inter-Service (OASIS) application test matrix.
- Maintaining laboratory certification and participating in the Joint Oil Analysis Program (JOAP) correlation program.
- Implementing a Quality Control Plan to ensure service quality.
- Complying with safety, environmental regulations, and security requirements as outlined in the SOW.
