The U.S. General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to support the Master Leader Course Distance Learning (MLC-DL) program. This initiative aims to address a critical need within the Non-Commissioned Officer Professional Development System (NCOPDS) by providing advanced educational opportunities for Master Sergeants (MSG). The primary goal of this contract is to engage qualified facilitators who can deliver content for the MLC-DL curriculum using the Blackboard platform. These facilitation services are required at the Noncommissioned Officer Leadership Center of Excellence (NCOLCoE) located on East Fort Bliss. The facilitators will be responsible for conducting distributed learning sessions designed to equip master sergeants with necessary staff-level education and operational concepts, enabling them to effectively collaborate with their officer counterparts.

The scope of work under this contract encompasses all activities typically performed by distributed learning facilitators. This includes providing personnel, management, and any other necessary resources not supplied by the government. The contractor must ensure compliance with all relevant federal, state, and local laws as well as Army regulations while executing these duties. Additionally, they will receive a minimum 60-day notice prior to each class date from the government.
