Army - Laundry Services for Southern Border Emergency - MRAS

The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to identify capable contractors for a non-personal services contract. The primary objective is to provide laundry services to support servicemembers deployed at the Southern Border of the United States. This initiative arises from the National Emergency Declaration issued by President Donald J. Trump on January 20, 2025, which mandates securing and protecting the border. As a result, members of the Armed Forces have been deployed, necessitating essential support services such as laundry to sustain their operations.

The scope of work entails that the contractor will supply all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required to deliver comprehensive laundry services. These services are crucial for maintaining hygiene and operational readiness among servicemembers stationed at various locations along the border. The contractor must ensure that all employees are fit for duty and perform according to the standards outlined in the Performance Work Statement (PWS). The contract specifies that certain items will be provided by the government as Government Furnished Property (GFP) or Government Furnished Services (GFS).

The contract period consists of a 30-day base period with two additional 30-day option periods. During this time frame, laundry services must be coordinated closely with both the Contracting Officer (KO) and Contracting Officer Representative (COR) to ensure timely and efficient service delivery across all locations specified in Attachment 2 of the PWS. Furthermore, contractors are required to develop and maintain a Quality Control Plan (QCP) to guarantee that all work meets or exceeds defined performance standards.
