Army - Joint Training Requirements Spec - MRAS

The U.S. General Services Administration (GSA), on behalf of the Army, is conducting market research to gather information on potential contractors capable of providing specialized support services for the National Guard Bureau's Joint Doctrine, Training & Force Development Directorate (NGB-J37). The NGB-J37 is responsible for ensuring that joint training readiness analysis functions are integrated and complementary across various National Guard organizations. The ultimate goal of this initiative is to enhance the effectiveness and efficiency of joint training and readiness efforts through expert support in utilizing systems such as the Joint Training System (JTS), Joint Training Tool (JTT), Joint Exercise Life Cycle (JELC), Joint Lessons Learned Information System (JLLIS), and Defense Readiness Reporting System (DRRS).

The contract seeks non-personal services to provide subject matter experts in joint training requirements. These experts will support 54 states and territories, Joint Force Headquarters Staff, and other National Guard entities involved in domestic operations. The focus will be on delivering independent support services that align with the objectives outlined by NGB-J37. Contractors will be expected to maintain a workforce that ensures uninterrupted performance across multiple time zones within the contiguous United States, while also being prepared to adapt to local or national emergencies through authorized telework arrangements.

Contractors are required to present a robust telework program that meets government scrutiny and supports continuity of operations planning during national emergencies or significant incidents. Additionally, remote work is permitted under this contract, with contractors needing to submit detailed remote work schedules post-award. This flexibility aims to optimize resource allocation while minimizing travel time and costs associated with deploying personnel across various locations.

The period of performance for this contract includes one base year followed by four optional 12-month extensions, along with a potential six-month extension option as per FAR 52.217-8 regulations. During this time, contractors must ensure their workforce remains stable and continuous in delivering all tasks defined within the Performance Work Statement (PWS). Furthermore, they must comply with all relevant regulations when operating vehicles on installations and be prepared for unscheduled gate closures or other security-related delays without compensation from the government.
