Army - Internal Review (IR) Software as a Service - MRAS

The U.S. General Services Administration (GSA), on behalf of the Army, is conducting market research to enhance the capabilities of the National Guard Bureau's Internal Review (NGB-IR) office. The primary objective of this initiative is to procure and manage licenses for an advanced Audit Management Software, specifically the Audit Management for Federal Agencies (HighBond) software under the Diligent One Platform. This effort aims to support NGB-IR in providing professional internal auditing services and ensuring effective management and oversight across various National Guard entities.

The NGB-IR organization, which includes a central office at the Herbert R. Temple Army National Guard Readiness Center in Arlington, VA, as well as 54 offices across States, Territories, and the District of Columbia, seeks to continue utilizing HighBond software. The goal is to acquire 280 user licenses that will facilitate comprehensive audit activities such as risk assessments, scheduling, planning, execution, and reporting. This software will enable NGB-IR to maintain high standards of auditing by providing tools for data extraction, trend analysis, internal control assessments, and more.

Key functionalities required from the HighBond software include an encrypted electronic work paper database capable of developing audit steps with features like reviewer comments and customizable report templates. Additionally, it should offer a web-based audit database that tracks projects along with their findings and recommendations while allowing users to document implementation progress effectively. The software must also provide a web-based application for tracking time, expenses, administrative tasks, project progress visualization, and resource utilization reporting.

Moreover, compliance with Department of Defense (DoD) standards is crucial; therefore, the software must operate within a DoD commercial cloud-controlled environment at Impact Level 5 and meet DoD PKI standards with Multi-Factor Authentication requirements. This ensures security and reliability in handling sensitive audit data across all levels of operation within the NGB-IR framework.
