Army - Installation Access Control System Support - MRAS

The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to support the Headquarters U.S. Army Europe and Africa (HQ USAREUR-AF) G34 Office of the Provost Marshal (OPM). This initiative aims to enhance installation access control operations through a non-personal services contract. The overarching goal is to ensure efficient and secure access control at U.S. Army installations within the USAREUR-AF Area of Responsibility (AOR), utilizing advanced systems like the Defense Biometric Identification System (DBIDS) and eventually transitioning to Automated Installation Entry (AIE).

The contract seeks to provide comprehensive Installation Access Control Support Services, which include leveraging the existing DBIDS for identity management and force protection. The contractor will be responsible for registrar help desk services and overall program management support, ensuring seamless operation and transition from DBIDS to AIE in future fiscal years. These services are crucial for maintaining electronic authentication of authorized personnel accessing military installations.

In addition to technical support, the contractor will augment current United States Army Garrison (USAG) staff by providing personnel for registration operations, security operations, and managing a help desk dedicated to registration inquiries. The scope also includes managing contract operations across Europe, ensuring that all activities align with specified standards and quality levels outlined in the Performance Work Statement (PWS). This initiative reflects a strategic effort by HQ USAREUR-AF to bolster security measures while adapting to evolving technological frameworks.
