On behalf of the U.S. Army, the General Services Administration (GSA) is conducting market research to support the Installation Management Command (IMCOM) in their efforts to enhance and unify their web presence through strategic website design and planning. This initiative is part of a non-personal services contract aimed at improving the IMCOM Enterprise Web (IEW), ensuring its functionality aligns with the needs of Soldiers, Civilians, Families, Military Retirees, and other Army stakeholders. The overarching goal is to provide seamless access to vital information that enhances quality of life while maintaining robust communication channels between Army leaders and their audiences.

The contractor selected for this project will be responsible for delivering comprehensive website design and planning services. This includes providing all necessary personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items required to execute the IEW web design effectively. The contractor must adhere to specific performance standards outlined in the Performance Work Statement (PWS), ensuring that all work aligns with IMCOM's objectives and enhances user experience across multiple platforms.

The scope of work involves designing websites using Concrete Content Management System (CMS), which powers 72 distinct sites under IMCOM's purview. These sites collectively host approximately 21,025 web pages with around 2 million page views per month. The contractor will ensure role-based permissions for content contributors and implement a user-friendly interface that allows Army Senior Commanders and leaders to tailor content at both installation and enterprise levels. Additionally, the contractor will conduct quarterly audits on User Experience (UX), User Interface (UI), and Information Architecture (IA) as part of ongoing website strategy development.

Furthermore, the contractor must align IEW designs with existing Morale Welfare and Recreation (MWR) sites for consistency across platforms. Key deliverables include creating detailed wireframes illustrating page schematics with tiered layouts that confirm required features with leadership prior to implementation. The websites should facilitate access to essential information such as in-processing procedures, child and youth services, housing options, healthcare resources, home-based business opportunities, and spouse employment all critical components aimed at supporting Army personnel during transitions or relocations.
