Description

The United States Army, in collaboration with the General Services Administration (GSA), is conducting market research to identify potential sources capable of fulfilling a critical requirement for the Human Performance and Student Management System (HP-SMS). This initiative is spearheaded by the United States Army John F. Kennedy Special Warfare Center and School (USAJFKSWCS) at Fort Bragg, NC. The overarching goal of this endeavor is to enhance the Army's capabilities in managing and optimizing human performance data, which is pivotal for training and qualifying Army Special Operations Forces. The contract aims to sustain, optimize, and modernize the force generation mission through a sophisticated software platform that serves as the system of record for human performance data across various training pathways.

The scope of work involves providing comprehensive support services for this software platform, including software licensing, maintenance, technical support, user training, and periodic customization. The contractor will be responsible for ensuring seamless operation within the SOCOM Information Enterprise (SIE) network environment while demonstrating scalability to support future expansion into more secure environments. A key component of this contract is ensuring interoperability with existing systems through robust API integrations with platforms such as Army Vantage, Maven Smart System, IPPS-A (Integrated Personnel and Pay System Army), and other approved course systems.

Additionally, the contractor will focus on maintaining data management standards that align with Department of Defense directives on data portability and open systems architecture. This includes delivering non-proprietary data exports that enable government ownership over its data assets. Furthermore, contractors must provide on-site Field Support Representatives (FSRs) equipped with specialized skills to offer direct support at USAJFKSWCS. The successful execution of these tasks will contribute significantly to sustaining modernization momentum within existing resource structures while supporting strategic initiatives aimed at maximizing warfighter lethality through advanced technological solutions.

This request for information serves solely as a market research tool to gather insights from industry stakeholders regarding their capabilities in meeting these complex requirements. It does not constitute a solicitation or an obligation on behalf of the government but rather seeks to refine acquisition strategies based on industry feedback. Contractors interested in participating are encouraged to demonstrate their capability by addressing specific technical questions related to scalability, data management practices, staffing plans for FSRs, and alternative solution availability.
