Description

The purpose of this presolicitation notice is to notify interested companies of the potential Request for Proposal (RFP) that may be issued for these services. The official RFP may be issued towards the end of January 2023, or early February 2023, if one is issued. This is NOT a formal request for a proposal from any company, nor will one be accepted. The Government will not reimburse any expenses incurred as a result of this draft RFP. Interested vendors shall respond of their own free will and desire. The U.S. Army Mission and Installation Contracting Command, Fort Sam Houston (MICC -FSH), is seeking industry feedback, questions, and recommendations on the DRFP's content prior to release of the final RFP. It is the Government's intent that, to the maximum extent practicable and if in the best interest of the Government, all feedback and recommendations received will be taken into consideration for possible incorporation into the formal RFP. The DRFP is being utilized for the sole purpose of receiving questions, feedback, and recommendations from potential offerors regarding the procurement of Army Privatized and Government-Owned Military Housing Inspection services.

If responding to this draft RFP, please answer the following questions:

1. Please identify any feedback, ambiguities, areas of concern, areas of limiting competition, and/or areas that don't make sense or are unattainable.

2. Please identify realistic goals for the Small Business Subcontracting Plan. The Government wants to hear from industry regarding what industry thinks is actually attainable instead of coming up with arbitrary numbers that don't set either side up for success. In your response, please identify what your suggested goals are based on.

3. Please identify what information you need to properly price the four contemplated task orders identified in Section L.

4. Please ignore formatting errors; those will be fixed prior to the issuance of a final RFP, if one is issued.

5. Please address the Special Notice regarding the OCI portion of this presolicitation notice if it is applicable to your company.

Background
The U.S. Army Mission and Installation Contracting Command, Fort Sam Houston (MICC -FSH), is seeking industry feedback, questions, and recommendations on the DRFP's content prior to release of the final RFP. The DRFP is being utilized for the sole purpose of receiving questions, feedback, and recommendations from potential offerors regarding the procurement of Army Privatized and Government-Owned Military Housing Inspection services.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Privatized Family Housing, Privatized Unaccompanied Housing, Government-Controlled/Owned Family, and Leased Housing inspections. The contractor shall conduct 100% physical home inspections at various locations within a 5-year period. Inspections will include single-family homes, duplexes, quadplexes, eightplexes, townhomes, and multifamily units.
The contractor shall also provide an electronic portfolio summary report as well as an individual home summary for every home inspected.

Place of Performance
The work will be performed at selected locations of privatized housing CONUS and OCONUS.
