Description

The Department of the Army, through the General Services Administration (GSA), is conducting market research to support its Integrated Training Area Management (ITAM) Program within the U.S. Army Europe and Africa (USAREUR-AF) area of responsibility. This effort is part of a broader initiative to ensure that military training activities are conducted in an environmentally responsible manner while complying with host nation laws and regulations. The ITAM program plays a crucial role in maintaining or enhancing military training lands across Europe and Africa, ensuring they meet the doctrinal requirements of the U.S. Army.

The scope of work for this project includes providing Geographic Information Systems (GIS) services, remote sensing and image analysis, computer programming services, and land management consulting. These services are essential for supporting the ITAM program's objectives, which include land rehabilitation and maintenance, sustainable range awareness, range and training land assessment (RTLA), and integration with training requirements. The primary goal is to enhance land management capabilities while supporting military training missions across USAREUR-AF.

Task Orders developed under this contract will involve assisting U.S. Army Commands or installations with executing the ITAM Program and ensuring compliance with environmental regulations such as U.S. Final Governing Standards (FGS) and host nation laws. Services may include developing Integrated Natural Resource Management Plans (INRMPs), conducting Range and Training Land Assessments to evaluate training lands' conditions, acquiring aerial imagery for environmental assessments, and developing classification systems for environmental resources.

Additionally, contractors will perform planning-level field surveys to support natural resource protection initiatives like Natura 2000 sites or endangered species protection efforts. They will also conduct archaeological surveys using remote sensing techniques to ensure cultural resource preservation on military lands. Through these comprehensive services, the ITAM program aims to balance military readiness with environmental stewardship across its operational areas.
