Army - Gen. Fund Enterprise Syst. Sup. Svcs. - MRAS

The U.S. General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to gather information on capabilities related to providing General Fund Enterprise System (GFEBS) support services for the U.S. Army Central Command (USARCENT) and its supported commands within the U.S. Central Command area of responsibility. This initiative is part of a broader effort to enhance financial management across numerous enduring and contingency sites, which play a critical role in executing billions of dollars annually.

The contract seeks a qualified contractor to deliver specified outcomes and perform designated activities as outlined in the Performance Work Statement (PWS). The primary objective is to provide GFEBS support at required Outside Continental United States (OCONUS) and deployed Areas of Responsibility (AOR) locations. The contractor will be responsible for offering expertise and help-desk assistance in compliance with Department of Defense, Army regulations, USARCENT policy directives, and specific processes and procedures.

Major tasks include ensuring adherence to applicable financial management regulations such as the Department of Defense Financial Management Regulation 7000.14-R, DFAS-IN Regulation 37-1, FM 4-80, and USARCENT Publication 1-06. The contract will be awarded as a Firm Fixed Price contract with an initial one-year base period followed by four optional one-year extensions and an additional six-month extension if necessary.

Security requirements are stringent due to the nature of the work involved; therefore, all contractor personnel must maintain at least a Secret security clearance throughout the life of the contract. Furthermore, they must comply with security provisions at each selected site as outlined in the attached DD254 document.
