Description

The General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to identify potential contractors capable of providing comprehensive training services for the Installation Management Command (IMCOM) G4 Facility and Logistics School of Public Works. This non-personal services contract aims to enhance the technical and business process knowledge, skills, and abilities of IMCOM Garrison Department of Public Works (DPW) leadership and staff. The overarching goal is to ensure that personnel can deliver responsive, predictable, and cost-effective public works services.


The work involves delivering training management services across a range of areas including analysis, design, alteration, development, implementation, evaluation, publication, and logistics support for specified courses. These courses are designed to provide mission support as well as career and self-development opportunities for participants. The contractor will be responsible for all aspects of training delivery including providing personnel, labor, equipment, supplies, transportation tools, materials, classroom facilities management as well as contractor employee supervision necessary to meet the Government's objectives.


Training will be conducted both virtually and onsite at various CONUS (Continental United States) and OCONUS (Outside Continental United States) locations. The contractor is expected to offer Contractor Instructor Led Training (C-ILT) for existing courses while collaborating with IMCOM Subject Matter Experts who will also lead some courses. Additionally, the contractor must handle course material production logistics along with varying levels of classroom management support. Periodic updates may be required based on feedback from instructors or government SME notes.


Moreover, annual course updates necessitate an onsite review involving travel to discuss formal policy changes with course leads from IMCOM SMEs. In cases where a major change or new course development is required either through alteration or full-scale design the contractor may be tasked with these efforts under separate task orders negotiated with the Contracting Officer Representative (COR) and Contracting Officer (KO). This ensures that all training remains current and relevant in alignment with evolving public works competencies.
