The U.S. Army, through the General Services Administration (GSA), is conducting market research to procure Resource Efficiency Management (REM) Support Services for its Installation Management Command (IMCOM). The primary goal of this initiative is to enhance the energy efficiency of key facilities and systems, while also addressing demand reduction and facilitating energy conservation programs. This effort aligns with broader federal objectives to improve energy efficiency, promote renewable energy, and reduce greenhouse gas emissions in compliance with various federal laws and executive orders.

The REM services requested by IMCOM are designed to provide a comprehensive approach to managing energy resources across government installations. Contractors will be responsible for supplying qualified professionals who will work on-site alongside installation energy managers and other personnel. Their tasks include reducing peak electrical demand, minimizing utility consumption of water and solid waste, and identifying opportunities for resource efficiency projects. These efforts will support various initiatives such as Energy Savings Performance Contracts (ESPC), Utility Energy Services Contracts (UESC), Energy Resilience and Conservation Investment Program (ERCIP) projects, among others.

In addition to providing personnel, the contractor must furnish all necessary equipment, supplies, transportation, tools, materials, supervision, and other non-personal services required for effective REM service delivery. The REM personnel will play a crucial role in assisting installations in meeting their goals related to reducing energy usage and costs while ensuring compliance with relevant legislation like the Energy Policy Act of 2005 (EPACT 2005) and the Energy Independence and Security Act of 2007.

This solicitation emphasizes a preference for small business participation across various socioeconomic categories. The government intends for this procurement process to be set aside specifically for small businesses if there are sufficient qualified responses from these entities.
