Description

The U.S. General Services Administration (GSA), on behalf of the Army, is conducting market research to support the Army National Guard (ARNG) in implementing a comprehensive Risk Management and Internal Controls (RMIC) Program. This initiative aims to enhance the ARNG's ability to identify, assess, and mitigate risks while ensuring compliance with federal requirements such as OMB Circular A-123 and the Federal Managers' Financial Integrity Act (FMFIA). The program is integral in safeguarding against fraud, waste, and abuse of Federal resources across ARNG directorates, including the National Guard Bureau and its associated regions.

The scope of work for this contract involves providing non-personal services to support the ARNG G8 Audit and Internal Control (RMF) division. The contractor will be responsible for developing a robust RMIC program framework that includes risk identification, assessment, mitigation, and monitoring processes. Additionally, this work requires embedding internal controls with cultural awareness throughout the organization and performing detailed internal control reviews at key organizational levels. The contractor will also be tasked with publishing Annual Statement of Assurance packages that reflect these efforts.

Furthermore, the contractor will conduct enterprise risk assessments and deliver actionable recommendations to improve internal control mechanisms within ARNG operations. This entails working closely with various functional areas within ARNG to ensure consistent implementation of risk management strategies. The overall objective is to institutionalize a sustainable RMIC program that aligns with federal regulations while enhancing operational efficiency.

The performance period for this contract includes a 12-month base period followed by four optional 12-month extensions. Services will primarily be performed at Arlington Hall Station in Arlington, VA during standard business hours from Monday through Friday. While telework is not generally authorized under this contract, ad-hoc telework arrangements may be considered under specific circumstances as part of Continuity of Operations Planning (COOP). This strategic approach ensures that critical operations remain uninterrupted during national emergencies or significant incidents.
