Army - Federal Appropriations Law Courses - MRAS

The Detroit Arsenal in Warren, MI is seeking to purchase Federal Appropriations Law courses for a period of performance from 27 Feb - 1 Mar 2024 and 23-26 Apr 2024. The courses will be conducted over four days and will accommodate 25-30 students. The purpose of the course is to provide participants with a solid foundation in federal government appropriations law using GAO's Principles of Federal Appropriations Law (Red Book). The target audience for the course includes budget analysts, accountants, auditors, contracting officers, purchase card holders and approving managers, certifying officers, program managers, attorneys, and others involved in fiscal decision-making.

The course will cover various topics including correctly interpreting and applying federal appropriations law to the use of appropriated funds, determining the availability of appropriations as to purpose, time, and amount to avoid Anti-deficiency Act errors, exploring the relationship of agency budgets to appropriations, and understanding the propriety, timing, and legality of certain types of expenditures. Additionally, participants will have the opportunity to work in teams and gain practical experience by completing case studies based on actual Comptroller General Decisions.
