Background
The U.S. Army is seeking to award between three (3) and seven (7) Blanket Purchase Agreements (BPAs) for Change of Occupancy services at Army Family Housing located at USAG Humphreys.

The goal of this contract is to provide comprehensive cleaning, maintenance, and painting services for vacant family housing units to ensure they are ready for new occupants.

Work Details
The contractor will perform the following tasks under the Change of Occupancy services:

1. Change of Occupancy Cleaning (COC): Complete cleaning of all vacant family housing units including floors, walls, ceilings, doors, windows, blinds, carpets/rugs, bathroom fixtures, air grills, kitchen cabinets, countertops, appliances (dishwasher, oven, washer/dryer), furniture (tables, desks, chairs), balconies and storage areas. Exterior window cleaning is required for single duplex houses.

2. Change of Occupancy Maintenance (COM): Operate a comprehensive program to inspect and maintain all interior and exterior components ensuring safe operational integrity. Tasks include replacing light fixtures, doorstops; repairing ceiling fans; resurfacing cabinets; caulking; plumbing repairs; and ensuring all finishes match.

3. Change of Occupancy Paint (COP): Repaint interiors of vacant quarters as needed due to wear and tear or tenant damage. This includes patching and painting walls, ceilings, doors, window frames and trim with adherence to existing color schemes. The contractor must protect government and resident-owned furniture during all work.
