Army - Facility Sustainment Services Multiple Award BPA - MRAS

The U.S. General Services Administration (GSA) is conducting market research on behalf of the U.S. Army to identify potential contractors for a comprehensive Facilities Sustainment Services contract. This initiative is aimed at supporting the U.S. Army Test and Evaluation Command (ATEC), Operational Evaluation Command (OEC), and Aberdeen Test Center (ATC) at Aberdeen Proving Ground (APG), Maryland. The overarching goal of this contract is to ensure that all facilities and testing ranges, including those in the Edgewood Area and Churchville Test Site, are maintained and improved to meet operational requirements efficiently.

The scope of work under this contract encompasses a wide range of services, including preventive and corrective maintenance, emergency response, repairs, and special projects aimed at enhancing facility performance. The contractor will be responsible for both interior and exterior facility improvements such as renovations, modifications, minor improvements, site work, and manufacturing of non-real property for testing purposes. This effort will help address existing backlogs in maintenance work due to funding constraints within the Installation Management Command (IMCOM) and will provide technical expertise that may not be readily available within the current workforce.

This contract is structured as a single award Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) type with a ten-year ordering period from August 2026 to August 2036. This long-term engagement aims to optimize facilities through space reconfiguration and system upgrades while ensuring swift responses to emergencies or catastrophic events that may disrupt operations or compromise facility integrity. By maintaining high standards of facility sustainment services, this initiative supports the mission readiness of ATEC personnel by improving their working environment.
