Description

The United States Army, in collaboration with the General Services Administration (GSA), is conducting market research to explore the capabilities required for an Environmental Assessment (EA) at Fort Huachuca and Fort Gordon. This initiative aims to ensure compliance with the National Environmental Policy Act (NEPA) of 1969 and other relevant environmental regulations. The primary goal of this contract is to document a Finding of No Significant Impact (FONSI) as a result of the EA, unless further analysis necessitates an Environmental Impact Statement (EIS). The contract will be structured as a non-personal services agreement, ensuring that service providers remain accountable solely to their contractor.

The work involves comprehensive environmental compliance support for the proposed development of a non-kinetic Multi-Purpose Training Range (MPTR) Complex at Fort Huachuca's John R. Fox range. This complex will facilitate Signals Intelligence (SIGINT), Electronic Warfare (EW), and Cyberspace Operations (CO) testing, evaluation, experimentation, and training missions. The selected contractor will be responsible for providing all necessary personnel, equipment, supplies, transportation, and supervision to meet the standards outlined in the Performance Work Statement (PWS). The contractor must ensure that all documentation complies with NEPA requirements and any applicable Army regulations or local laws.

The MPTR Complex is planned for a remote area with unique terrain features conducive to realistic air and ground testing in a dynamic Electromagnetic Environment (EME). It will support diverse adversary threat systems and incorporate technologies such as Global Positioning Satellites (GPS), Ultra-High Frequency (UHF), Very High Frequency (VHF) jamming, and cyberspace operations. This project requires an objective appraisal of both beneficial and adverse environmental effects while ensuring compliance with various federal laws such as the Federal Land Policy and Management Act, Intergovernmental Cooperation Act, Clean Water Act, National Historic Preservation Act, Endangered Species Act, among others.

Ultimately, this market research seeks qualified contractors capable of delivering legally sufficient NEPA documentation while addressing any data deficiencies identified during analysis. The successful completion of this project will contribute significantly to advancing multi-domain operations training capabilities within controlled environments that mimic real-world conditions effectively.
