Description

Background
The U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the U.S. Army Installation Management Command (IMCOM), is seeking innovative commercial technologies, products, and/or services to implement an Army Enterprise Heating, Ventilation, and Air Conditioning (HVAC) Modernization & Lifecycle Sustainment Maintenance Plan.

The goal is to manage this plan throughout the project period from Fiscal Year 2027 to Fiscal Year 2031. This initiative aims to enhance HVAC systems across various installations, ensuring improved soldier habitability and operational efficiency.

Work Details
The contract involves developing a comprehensive HVAC Modernization & Lifecycle Sustainment Maintenance Plan that utilizes best commercial practices and innovative solutions. Key tasks include:
- Addressing the specific Army problem related to HVAC performance in barracks and other soldier-occupied facilities.
- Improving indoor air quality, humidity control, moisture control, and reducing mold and mildew conditions.
- Proposing integrated solutions that go beyond simple component replacements, tackling root causes of HVAC underperformance such as water intrusion and electrical capacity constraints.
- Creating a project management plan that outlines modernization priorities tied to criticality across installations over the five-year period.
- Leveraging existing government contracts for funding and requirements estimates to ensure successful implementation of modernization and lifecycle maintenance.

Period of Performance
Fiscal Year 2027 to Fiscal Year 2031

Place of Performance
Various U.S. Army installations within the continental United States (CONUS)

Bidder Requirements
Bidders must have a Unique Entity ID (UEI) prior to receiving an award. They must also register in the Procurement Integrated Enterprise Environment (PIEE) Wide Area Work Flow (WAWF) application. Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a closely related prior contract, W912PF25PA105, awarded to Fiorini Impianti Group Srl for $664,248 (09/30/25–09/29/28) covering maintenance and repair services for HVAC (heating, ventilation, air conditioning) and heating systems at DMC. The current CSO similarly focuses on Army enterprise HVAC modernization and lifecycle sustainment maintenance planning, including improving HVAC performance and addressing underlying issues affecting indoor air quality and moisture/mold conditions. The overlap in HVAC sustainment scope suggests the prior work may serve as a continuation or foundation for broader modernization and lifecycle maintenance planning activities.

The U.S. Army Mission and Installation Contracting Command (MICC), on behalf of the U.S. Army Installation Management Command (IMCOM), is seeking innovative commercial technologies, products and/or services that will provide an Army Enterprise Heating, Ventilation, and Air Conditioning (HVAC) Modernization & Lifecycle Sustainment Maintenance Plan, and associated project management of the plan throughout the project period, Fiscal Year (FY) FY27-FY31.

This Commercial Solutions Opening (CSO) will utilize a solicitation process authorized by Revolutionary FAR Overhaul (RFO) DFARS Subpart 212.70. Under this CSO, the Department of War (DoW) will be allowed to competitively procure innovative commercial technologies, products and/or services that will provide a solution for Army Enterprise HVAC modernization and lifecycle sustainment maintenance. CSO procedures provide a streamlined acquisition process and simplified contract terms resulting in RFO FAR-based contracts awarded under RFO FAR Part 12 Commercial Item Procedures. Both traditional and non-traditional defense contractors may be awarded contracts under this CSO. Under a CSO DoW contracting (or agreement) officers may competitively select proposals received in response to a general competitive solicitation, similar to a broad agency announcement, based on a review of proposals by scientific, technological, or other subject matter experts.

While this is a complete CSO as detailed herein, the MICC reserves the right to pursue alternative contracting methods as a result of Offeror responses to Phase 1 requirements herein and continued government analysis. For example, the government may elect to pursue a solution via Other Transaction Agreement (OTA). If this, or any other change occurs, the public will be notified via sam.gov posting.

Industry parties interested in responding to this CSO shall request access to Attachments 1 and 2 by submitting justification/reason for access as instructed in this sam.gov post. The MICC team will receive notification of the request, review, and release, as appropriate, within one business day.

Finally, the government anticipates hosting a future industry conference. Accordingly, industry is encouraged to monitor this sam.gov posting for updates, to include the date, time, and location of any such event.
