Army - Engagement Skills Trainer Instructor and Operator Support - MRAS

The General Services Administration (GSA) is conducting market research on behalf of the United States Army to identify potential contractors capable of providing specialized training and support services. The focus of this initiative is the Maneuver Center of Excellence (MCoE) Training & Support Services, specifically within the G3 Simulations Training Division. The overall goal is to enhance the Army's training capabilities by leveraging advanced simulation technologies, thereby supporting the U.S. Army Training and Doctrine Command's (TRADOC) campaign plan for excellence.

The contract in question involves non-personal services, meaning that while contractors will provide essential services, they will not be subject to direct government supervision or control typically seen in employee-employer relationships. The primary work requested involves providing Engagement Skills Trainer (EST) II Instructor/Operator support. This includes managing and operating all EST II systems and associated equipment on-site, which are crucial for training soldiers in marksmanship, collective gunnery tactics, and judgmental use of force scenarios.

The EST II system itself is a sophisticated training tool designed to simulate real-world scenarios using multiple small arms models validated by TRADOC. It supports various training modes such as initial and sustainment marksmanship training, static unit collective gunnery exercises, and tactical decision-making through shoot/don't shoot scenarios. Systems are configured either as light or heavy based on the caliber of weapons used; for instance, M2 and MK-19 machine guns categorize a system as heavy.

Contractors are expected to provide comprehensive management and operational oversight for these systems while also offering labor to assist with soldier/student marksmanship training needs. Additional responsibilities include data collection, processing computer operations, performing maintenance on EST II systems, and conducting thorough analysis of training outcomes. This initiative aims to ensure that soldiers receive high-quality simulation-based instruction that prepares them effectively for real-world engagements.
