Army Emergency Management Education and Exercise Evaluation Contract Support.

Background
The U.S. Army Installation Management Command (IMCOM) is responsible for overseeing the Army Emergency Management (EM) Program, which includes conducting multi-agency assessments to evaluate installation preparedness against various threats and hazards.

The goal of this contract is to provide support services that enhance the Army's ability to prevent, protect, mitigate, respond, and recover from incidents affecting installations. This program directly supports the training objectives of the Installation’s multi-year training and exercise program by providing real-time feedback on mission readiness.

Work Details
The contractor shall provide comprehensive support for the Army Emergency Management Program, including:

1. Assessment services for installations scheduled for evaluations by the end of the fiscal year.
2. Training management support ensuring 100% enrollment of students by fiscal year-end.
3. Mission Assurance services reaching all scheduled installations for assessments and evaluations.

The contractor will also assist with criticality scoring for risk assessment, identify hazards, and coach installations on Mission Assurance processes. Additional tasks include developing detailed plans for program management, conducting training in Emergency Operations Center (EOC) management, and providing exercise design and evaluation services using Homeland Security Exercise and Evaluation Program (HSEEP) standards.

Period of Performance
The period of performance is one base year of 12 months with four optional 12-month extensions.

Place of Performance
Services will be performed at various U.S. Army installations as designated by IMCOM.
