Army - Continuing Education System (ACES) - MRAS

The U.S. General Services Administration (GSA) is conducting market research on behalf of the Army to gather information and assess capabilities related to providing education support services under the Army Continuing Education System (ACES). The ACES program is designed to promote lifelong learning opportunities for service members, enhancing their professional and personal growth through a variety of educational programs and services. These initiatives are vital for supporting soldiers' career advancement, skill development, and transition to civilian life, as well as assisting family members and Department of the Army civilians.

The scope of work involves delivering comprehensive education support services at various locations both within the Continental United States (CONUS) and Outside the Continental United States (OCONUS), including Japan and Korea. The contractor will be responsible for providing all necessary personnel, supervision, and non-personal services required for executing these educational programs effectively. This includes offering counseling, credentialing/licensure assistance, testing, instruction, technological/automation services, and administrative support at designated Army education centers.

In addition to detailing previous experience in military education projects similar in size and scope, respondents are asked to provide insights into commercial availability of these services along with pricing structures. The feedback will help determine how contract requirements can be structured to encourage competition among small businesses while identifying any potential barriers that may restrict competition. Furthermore, considerations regarding financial stability are crucial due to the high-risk assessment associated with maintaining operations across multiple locations without immediate government payments.

The objective is not only to ensure effective delivery of ACES programs but also to refine the approach based on industry feedback for future iterations of Performance Work Statements. Contractors are encouraged to provide recommendations that could improve specifications or processes involved in delivering these essential educational services.
