Army - Construction Estimation Software - MRAS

The U.S. Army, in collaboration with the General Services Administration (GSA), is undertaking a market research initiative to support the development and management of an electronic operational system for the Fort Stewart Job Order Construction (JOC) Contract. It will feature secure logins for users, ensuring controlled access to its functionalities. Additionally, it will facilitate electronic submission of price proposals by Fort Stewart Suppliers and allow for independent cost estimates generation by Fort Stewart itself. Key responsibilities for the contractor include assuming sole responsibility for service delivery, providing unrestricted access to the system for Fort Stewart personnel and IDIQC JOC contractors, developing a unit price book tailored to specific geographic areas within Georgia, and delivering regular updates based on revisions in building design standards. Additionally, the contractor must furnish comprehensive training programs tailored for various users involved in JOC contracts. These programs should cover all aspects of using the system effectively through hands-on training sessions conducted at relevant offices.

Furthermore, ongoing technical support is crucial under this contract. The contractor is expected to provide robust IDIQC JOC technical support via online services or telephone throughout the contract's duration following its award by Fort Stewart. This includes offering user manuals online, ensuring seamless operation of systems by addressing queries from project managers or consultants promptly via a toll-free number or virtual tutorials as necessary.
