Description

On behalf of the United States Army, the General Services Administration (GSA) is conducting market research to gather information regarding potential contractors capable of providing comprehensive services for Army Community Services (ACS). The overall goal of this initiative is to ensure that ACS functions are carried out effectively and efficiently, supporting the needs of military personnel and their families. The contract will be administered as a non-personal services agreement, meaning that the contractor's personnel will not be subject to direct government supervision or control.

The Performance Work Statement (PWS) outlines the scope of work required under an Indefinite Delivery Indefinite Quantity (IDIQ) contract. The contractor will be responsible for supplying all necessary resources, including personnel, equipment, supplies, and facilities, to perform a range of ACS services. These services are designed to enhance communication between ACS staff and the community, maintain accurate records and administrative oversight, ensure quality-controlled service delivery that meets established performance benchmarks, provide cultural and linguistic support for integration within host nations, and allow adaptable staffing arrangements to maintain operational continuity.

Operational standards require that personnel assigned to primary functions may be temporarily reassigned to other ACS functions for up to 20 days per occurrence if needed.
