Description

The U.S. General Services Administration (GSA), on behalf of the U.S. Army, is conducting market research to identify capabilities related to the maintenance and operation of security gates at the U.S. Army Aberdeen Test Center (ATC) located at Aberdeen Proving Ground (APG), Maryland. The GSA's goal is to ensure that all security gate systems and their components are maintained in full working order, thereby supporting the Army's mission-critical requirements for safety, test integrity, and security within restricted areas.

The contract involves providing non-personal services for inspections, preventative maintenance (PM), emergency and non-emergency repairs, and component replacements of automated gate systems operated by AMAG Technology. These tasks are crucial for maintaining 100% operational availability of mission-critical gate systems at ATC. The contractor will be responsible for semi-annual PM and inspections of four high-traffic Restricted Area gates and annual PM and inspections for nine range and facility gates.

The scope of work also includes full-service remedial repairs and component replacements to restore all systems to original equipment manufacturer (OEM) operational standards. This ensures uninterrupted access necessary to support ATC's testing missions. The contractor must provide all necessary personnel, equipment, supplies, transportation, tools, materials, and supervision required for these services.

Quality control is a critical aspect of this contract under FAR Part 12 commercial services acquisition guidelines. The contractor is expected to utilize their existing quality assurance system while informing the Contracting Officer's Representative (COR) about any issues that might affect service delivery or operational readiness of the security gate systems.
